This report outlines the economic growth and social development in Afghanistan from 2004 to 2007, and the challenges facing continuous development, including establishing the rule of law, engaging non-state institutions in the pursuit of justice, developing a hybrid model of formal and informal justice, and achieving justice for all. Achieving human development in Afghanistan requires a profound commitment by the Government of Afghanistan and its citizens to social justice based upon the rule of law and democratic empowerment of all Afghans.

UNDP Afghanistan put the findings of the first Afghanistan Omnibus Survey 2005 to good use in developing its comprehensive strategic plan for the next three years (2006-2008), known as the Country Programme Action Plan.
